I worked for about a month for a company contracted by Davis Bacon to do a construction clean-up and the buildin is now open and i still have not recived any payment for my work who is at fault or do i have to wait untill my employer is paid befor i am paid or what should i do

You should have been paid unless tehre is some fact you did not state. Call your local office of the US Department of Labor- Wage and Hour division. They will help you.
